Dubai CommerCity Drives Cross-Border e-Commerce Growth with Multi-Agency Partnership
Dubai CommerCity has today announced a strategic partnership with Dubai Customs, Dubai Municipality and NAQEL Express aimed at strengthening the emirate’s position as a leading hub for cross-border e-commerce in the region.
The collaboration is expected to streamline logistics, improve customs clearance processes and create a more efficient digital trade ecosystem for businesses operating across international markets.
Strengthening Dubai’s Digital Trade Ecosystem
The agreement brings together key public and private sector entities to simplify the movement of goods into and out of the UAE.
Dubai CommerCity, the region’s first free zone dedicated exclusively to digital commerce, said the partnership will focus on accelerating shipment processing, reducing operational bottlenecks and supporting businesses seeking faster market access.

Dubai Customs to Streamline Clearance Procedures
Dubai Customs will play a central role in facilitating smoother cross-border operations through advanced clearance systems and digital integration.
By working closely with Dubai CommerCity and logistics partners, the authority aims to reduce paperwork and increase efficiency for online merchants shipping products internationally.
Dr. Naseem Mohammed Rafee, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality said: "As a key partner in this initiative, we focus on strengthening collaboration and continuous coordination with our strategic partners across the public and private sectors, leveraging innovative oversight solutions to accelerate product release and approval processes for e-commerce operations.
"Effective regulation is achieved through integrated collaboration across all parties.
Dubai Municipality Focuses on Compliance and Standards
Dubai Municipality will contribute by supporting regulatory compliance, product safety standards and inspection procedures. The authority’s involvement is intended to ensure that imported and exported goods meet quality and health requirements while maintaining efficient processing times for businesses operating within the platform.
The collaboration is also expected to improve transparency for merchants navigating regulatory requirements in different markets.
NAQEL Express Expands Logistics Support
NAQEL Express, a major logistics and delivery provider in the region, will provide end-to-end transportation and fulfilment services. The company is expected to leverage its regional distribution network and last-mile delivery capabilities to improve shipment reliability and customer experience across multiple markets.

Growing Demand for Cross-Border e-Commerce
Industry analysts say the partnership reflects growing efforts by Gulf economies to capitalize on the rapid expansion of online retail and digital trade. Cross-border e-commerce in the Middle East has seen significant growth in recent years, driven by increasing smartphone penetration, digital payments adoption and demand for international brands.
Businesses operating through Dubai CommerCity are expected to benefit from integrated services that combine warehousing, customs support, logistics and regulatory guidance under a unified ecosystem.
The model is designed to help companies reduce costs and scale operations more effectively in regional and global markets.
Supporting International Expansion
The initiative is also likely to attract international retailers and small-to-medium enterprises looking to establish a regional presence in the UAE.
By simplifying operational requirements and improving delivery infrastructure, Dubai aims to create a more competitive environment for digital commerce companies entering the Middle East market.
Executives involved in the partnership emphasized the importance of collaboration between government entities and private sector operators in driving innovation within the e-commerce sector.
They noted that integrated digital solutions and efficient logistics networks will be essential to meeting future consumer expectations and sustaining long-term growth.
As cross-border online shopping continues to expand worldwide, the partnership positions Dubai CommerCity and its partners to play a larger role in shaping the future of e-commerce logistics and trade facilitation in the region.
